This report and good practice document has been produced as a result of extensive research and consultation.  Topics covered in the paper were identified through a questionnaire, conferences for senior managers and regional seminars involving a range of both FEC and HEI staff.  The resulting document contains good practice guidance, information and suggestions, with additional materials available at http://www.hefce.ac.uk/pubs/hefce/2003/03_15.htm#add

This research and development project, funded by HEFCE was carried out by the National Institute of Adult Continuing Education (NIACE) in partnership with the University of Warwick, City College Manchester and Sheffield Hallam University. It resulted in two HEFCE documents, this and a sister publication (2003/16) aimed at senior managers.
