It is identified that exploitation of projects without active support and participation of organisations of General Interest creates many problems.  These organisations have the resources needed to support deployment of telematic systems and services.  The resources available are described – as are areas where organisations of General Interest can assist in deployment of telematic systems and services.  It is identified that the majority of organisations of General Interest have not developed the policy framework required for deployment, and are consequently restricting development of a commercial market in telematic systems and services of General Interest. 
A database prepared for the ETHOS project has been developed to identify resources available to project proposers to support development and deployment of telematic systems and services.
