The Higher Education Funding Council for England (HEFCE) began a review of HE in FECs in November 2005, with informal consultation taking place with stakeholders in 2006. This document is a formal consultation focusing on four main areas: the role of HE in FE and the contribution FECs can make to overall provision, the proposal that all colleges have a strategy for the development and delivery of HE, the development of Centres for Higher Education Excellence in FECs and a minimum term for indirectly funded provision to allow greater opportunity for long term investment in HE. The consultation document sought views on these elements of the HEFCE policy for supporting HE in FE.
