Economic Contribution of City College Norwich
This report presents the socioeconomic impacts generated by City College Norwich in Norfolk and in the UK. The study presents two analyses: 1) an investment analysis from the perspectives of learners and taxpayers, and 2) an economic growth analysis to determine the contribution of CCN to local income growth. Major findings are as
follows:
1.Learners
It is estimated that learners will receive an annual rate of return of 8.2% on their education investment.
2.Taxpayers
The college not only pays for itself but also provides a surplus that supports other government programmes.
3.College Operations Effect
Direct earnings of CCN staff plus college operations spending increase local income in the Norfolk economy by £24.2 million.
4.Learner Spending Effect
About 10% of CCN’s learners commute to Norfolk to attend college. The spending effects of learners from outside the county account for about £28,400 in added local income in the Norfolk economy.
5.Learner Productivity Effect
Newly skilled college-trained workers deepen the local economy’s human capital. The contribution of past and present CCN learners who have studied at the college since 1891 (when the college was formed) and who were still active in the workforce at the time of the analysis amounted to £76.2 million in the single analysis year alone.
6.Total Effect
Adding college operations, learner spending, and learner productivity effects together, CCN accounted for approximately £100.4 million of labour and non labour income in Norfolk in Financial Year 2006-07. This is equal to about 1.0% of the total county economy.
