Abstract:

The recent ‘14-19 White Paper’ (DfES, 2005a) announced proposed changes to the already complex array of qualifications available in the UK, potentially adding to the confusion of students, parents and employers who are trying to keep up to date with developments. Understanding the plethora of qualifications includes coming to terms with language, value to job market (i.e. employability skills) and comparability with other current and previous qualifications.

The Norfolk Learning Partnership (NLP) was awarded funding to investigate these issues, particularly those pertaining to employers and parents, and to produce information guidance materials to aid clarification in these matters.

A range of quantitative and qualitative methodologies were used including: literature review, focus groups, questionnaires and interviews.

Two information booklets were produced;
