The research paper considers how policy developments have impacted on the growth of higher education within further education.  It investigates and highlights key areas of policy making which should be addressed to ensure successful policy outcomes, particularly focusing on a coherence between the further and higher education sectors.  The research is a synoptic study drawing on both secondary and primary data.  LSDA commissioned the research to provide an analytical knowledge base for developing the relationship and roles between FE and HE.  The research addresses particular issues for FE delivering HE.
