HEA/JISC Open Educational Resources (OER) Phase Three Programme:
Embedding and Sustaining Change
1. The Higher Education Academy (HEA) and the Joint Information Systems Committee(JISC) invite institutions to submit funding proposals around OER related work as follows:

through an HEA change programme in
this area. An additional grant will be made

for accredited courses
(OMAC)
Projects will involve the release of high
quality resources to support HEA
accredited programmes or schemes of
professional development that meet the UK
Professional Standards Framework for
Teaching and Supporting Learning in
Higher Education (UK PSF)
15 projects at
a maximum of
£20,000.

Strand 3: Embedding OER
Practices in Institutions
The focus of these projects will be on
whole institutional change, with outputs
stated as reviewed change strategies
addressing the development & use of OER's
by teaching staff and students. An
additional grant will be made available to
those institutions demonstrating the most
effective use of the Change Programme

Strand 4: OER Themes
All projects will involve the collection and
release of OER. In addition, each will
demonstrate the application of this activity
in responding to identified opportunities and
challenges for the sector.

2. The deadline for receipt of proposals in response to this call is 12:00 noon UK time on Monday 5th September 2011
.
3. Funding is available for projects starting from 3rd October 2011 for up to one year. All projects must be complete by 2nd October 2012.
4. We are holding a community briefing event where potential bidders will be given information about the background to the call, its objectives and the bidding process. Attendees will also have an opportunity to ask questions of executive staff. This meeting will take place at 2pm on 17 August 2011 via the Elluminate platform. Eligibility
5. Proposals may be submitted by Higher Education (HE) Institutions funded by HEFCE. FE institutions in England that teach HE to more than 400 FTEs are also eligible to bid provided proposals demonstrate work that supports the HE in FE agenda. HE and FE institutions in Northern Ireland, Scotland and Wales are not eligible to bid but may be involved as partners in proposals led by HE institutions funded by HEFCE or FE institutions in England which meet the criteria outlined above.
6. Proposals may be from single institutions or consortia unless indicated otherwise in the relevant terms of reference. Partnership arrangements may be developed outside the sector (for example with research council sites, publishers, commercial suppliers), but the lead partner must meet the criteria outlined above. Funds can only be allocated through the lead partner.
